
The energy industry spends a lot of time talking about innovation.
Advanced nuclear. AI-powered data centers. Geothermal. Carbon capture. Hydrogen. Longer-duration batteries.
Those technologies deserve the attention they’re getting.
But during a recent conversation on Path to Zero, National Petroleum Council (NPC) President John Dabbar argued that one of the biggest obstacles to America’s energy future has far less to do with engineering breakthroughs than with the ability to build the infrastructure that supports them.
Whether the discussion centers on natural gas pipelines, electric transmission lines, data centers or water infrastructure, many of today’s challenges begin long before construction starts.
As a federal advisory committee to the U.S. Department of Energy, the National Petroleum Council brings together nearly 200 leaders representing oil and natural gas companies, utilities, environmental organizations, regulators, academics, tribal representatives and technology companies. Their role is to provide broad, consensus-based recommendations on complex energy issues.
One of the council’s recurring themes is that permitting should not be viewed as an obstacle to development, but as a process that is predictable, transparent and focused on the purpose of the law.
Equally important, Dabbar emphasized, is engaging local communities early enough that concerns can be addressed before projects become controversial.
Community Engagement Matters
One example from Dabbar’s experience illustrates the point.
While working with a community in South Texas, a local school board leader explained:
“We don’t mind fracking. What we really don’t like are the fracking trucks driving through the school zone at 7:30 in the morning.”
The concern wasn’t opposition to energy development itself. It was about how that development affected daily life.
By adjusting truck routes or delivery schedules, companies can often solve issues that might otherwise become major points of conflict. Similar conversations around workforce training can also help communities see tangible local benefits from new energy projects.
According to Dabbar, those practical solutions are often far more effective than assuming every disagreement is ideological.
The conversation also explored the rapid growth of AI-driven data centers and the enormous demand they are placing on America’s electric grid.
Rather than focusing solely on where additional electricity will come from, Dabbar pointed to the broader challenge of coordinating generation, transmission, water resources and new large electrical loads while protecting affordability and reliability for existing customers.
He noted there is unlikely to be a single model for powering future data centers. Different regions, different applications and different grid conditions will likely require different solutions.
That perspective aligns with one of the National Petroleum Council’s strengths—bringing together companies and experts from across the energy ecosystem rather than examining each sector independently.
Energy Is About Outcomes
Near the end of the conversation, Dabbar quoted energy expert Amory Lovins:
“People don’t want to buy energy. They want hot showers and cold beer.”
The comment drew a laugh, but it also captured an important point.
Consumers rarely think about how energy is produced. They care that it is available, affordable and reliable when they need it.
That objective, Dabbar suggested, should remain the guiding principle regardless of which technologies ultimately power America’s future.
When asked how he would use the podcast’s signature “magic wand,” Dabbar didn’t call for a massive new pipeline system or a nationwide grid overhaul.
Instead, he focused on what the energy industry calls “de-bottlenecking.”
Rather than building entirely new systems, de-bottlenecking identifies narrow points in existing natural gas pipelines or electric transmission networks where relatively modest infrastructure improvements can significantly increase capacity, improve reliability and reduce price volatility.
Many of those bottlenecks, Dabbar noted, are already well understood by engineers.
Pipeline operators can identify them by monitoring pressure drops, while electric utilities see them through localized pricing signals that indicate where electricity is in short supply.
The challenge isn’t knowing where the bottlenecks exist.
It’s making it easier to build the targeted projects that remove them.
For Dabbar, streamlining permitting for these incremental improvements could deliver meaningful benefits without the scale, cost or controversy often associated with entirely new infrastructure corridors.
Looking Ahead
While debates about nuclear power, renewables, natural gas and emerging technologies often dominate headlines, Dabbar believes the larger challenge lies elsewhere.
America’s energy future will depend not only on innovation, but on the nation’s ability to permit, build and modernize the infrastructure required to deliver reliable energy. That includes stronger community engagement, more efficient permitting processes and continued collaboration across industries.
As new technologies reshape the energy landscape, those foundational issues may prove just as important as the technologies themselves.
